Tribal Sub-plan approach(TSP) fails in Koraput district

Lack of access to planning and implementation for the development for Tribal, the TSP (Tribal Sub-plan) has been fails even after over  decades of its implementation in Odisha.
As per official sources the TSP has been implementing in 21 ITDAs of Odisha aiming to promote the socio-economic and culture of Scheduled Tribe families at par with general people.In Koraput district number of welfare schemes has been taken for all-round development of scheduled tribes. The scheme including Tribal Basti electrification, Piped water supply scheme, income generation scheme etc. were implemented in all the 13 blocks of the district.

But number of projects has been fails since long lack of proper planning and implementation. The village of Talur under the Haldikund Grampanchayat of Boipariguda block in Koraput district reflects how the TSP has been working in tribal areas of Odisha. The villagers of Talur were completely  back ward in terms of literacy and other indicators of development.

The Integrated Tribal development Agency (ITDA), Jeypore had initiated a scheme of 7.52 lakh rupees for supply of Piped Water Scheme and rural electrification under TSP approach in the year of 2005-06 for Talur Villagers. However, the projects has neither been completed nor been renewed. The ITDA official shows the expenditure tune of 4.78 lakh rupees for electrification and 2.74 lakh rupees for piped water supply scheme.
Both the project has been failed due to non supervision of the Higher government official says Ward Member of Talur village, Gunchu Durua.

He also b said that “the piped water facilities and supply of power will be the dream for us. We have been approaching several times to block official but competent authority show their apathy to complete the project even after seven year”.  He affirmed.

If both planning and implementation mechanism will strengthen then actual benefit will reach to the poorest of the poor.We are in a process to reconstitute our planning system with participatory approach for effective implementation of developmental planning in our state.

Former  Vice-chairman of  Odisha planning Board and noted Economist,Prof.Baidyanath Mishra said,Although we have state planning board for formulation and implementation of planning however the board have neither have mechanism for formulation or implementation of development plan in Odisha.It is high time to reconstitute the planning board with adequate modern mechanism of speedy benefit of developmental plans to the beneficiaries.

However State official said, “we have already deposited adequate amount to SOUTH for supply of power in the very same year of project implementation but delay in Supply of power leads to stolen of wire by some people. However, we were already plan to supply power to that village under the Biju Gram Jyoti Biduyut scheme soon”.
